At about 1400 Pacific time, the airplane landed between the runways. The private pilot and two passengers were not injured; the airplane sustained substantial damage. Visual conditions prevailed, and an IFR flight plan was in effect.

As the airplane was on approach, the pilot lowered the flaps to 10 degrees and placed the landing gear lever to the down position. As the gear was coming down, the airplane lost all electrical power. The pilot verified there was no electrical power available for the gear or radios. The landing in the grass on the infield between the runways was smooth, but the airplane sustained substantial damage to its horizontal stabilizer.
